During nearly all public meeting for the Housing Authority of the city of Asheville, they were faced with a crowd that voiced their concerns, and sometimes outrage, over the development of a mall downtown. In this recording of a meeting during September 1981, two months before the vote, the grassroots activism of Save Downtown Asheville is apparent.
